ARTICLE I – NAME
 

The name of this organization shall be the INSTITUTE OF ELECTRICAL AND ELECTRONICS ENGINEERS (IEEE) of the Indiana-Purdue University at Fort Wayne.

ARTICLE II – PURPOSES AND OBJECTIVES
 

The purposes and objectives of this organization are:

a)      scientific and educational, directed toward the advancement of the theory and practice of electrical engineering, electronics, radio, and the allied branches of engineering and the related arts and sciences.

b)      professional, directed toward the advancement of the standing of the members of the profession it serves.

c)      promotion, directed toward the advancement of the organization and its members to the university and the community.

ARTICLE III – MEMBERSHIP
                                                                                   

Section I – Qualifications

1.      Membership in this organization shall be open to all IPFW students and may include a limited number of non-students, not to exceed one-half of the total membership.    

2.      Membership and participation shall be free from discrimination and harassment per the policies of the IPFW Code of Student Rights, Responsibilities, and Conduct as stated n Part I, Section A, Items 3 and 4.

 

Section II – Status

1.      Voting membership shall be open to all students currently enrolled in at least 3 credit hours at IPFW.

2.      Faculty, staff, alumni, or community members may hold non-student memberships.  These members may not hold office, do not have voting privileges, and may not represent the organization/university in an official capacity.

 

Section III – Dues

Each individual shall be required to pay the annual dues necessary for student membership status as prescribed by the national IEEE organization.

 ARTICLE IV – OFFICERS
 

Section I – Officers

The officers of this organization shall be President, Vice-President, Secretary, and Treasurer.

 

Section II – Term of Office

Once elected the officers of this organization shall remain in office for one academic year or until such time as they fail to comply with the stated qualifications or membership standards.

 

Section III – Eligibility

            Candidates for office in this organization must:

a)                  Maintain a 2.00 cumulative GPA;

b)                  Be enrolled in at least 3 credit hours each semester;

c)                  Have been members of the IEEE for at least one (1) semester.

d)                  Have been elected by the voting membership of the organization.

 

Section IV – Duties and Powers

 

            Part A.             President

 

The President of this organization shall perform the following duties:

 

1.                  Preside over all meetings.

2.                  Cal special meetings.

3.                  Call executive committee meetings.

4.                  Form committees and appoint members with consent of the membership.

 

            Part B.             Vice-President

 

The Vice-President of this organization shall perform the following duties:

1.                  Assume the duties of the president in his/her absence.

2.                  Coordinate the activities of the all committees.

3.                  Assist the president.

 

Part C.             Secretary

 

The Secretary of this organization shall perform the following duties:      

 

 

1.                  Maintain a list of active members.

2.                  Record and make public to the organization the minutes of regular meeting and executive committee meetings.

3.                  Notify the membership of the time and place of meetings and/or activities.

4.                  Perform all other usual secretarial duties.

 

Part D.             Treasurer

 

The Treasurer of this organization shall perform the following duties:

1.                  Maintain an accurate record of receipts and disbursement of funds.

2.                  Maintain the organization’s account in accordance with university regulations.

3.                  Submit the appropriate office such financial statements as are requested.

ARTICLE V – FACULTY ADVISOR
 

Section I – Faculty Advisor Selection

 

One (1) faculty of full-time administrative staff member of the Indiana-Purdue University at Fort Wayne shall by a majority vote of the attending active members be invited to serve this organization as faculty advisor of the following year at the beginning of the fall semester.

 

NOTE:             Additional faculty and/or staff members are encouraged to serve the organization as co advisor or consultant.

ARTICLE VI – MEETINGS
 

Section I – Frequency

           

The IEEE shall hold eight (8) regular meetings per academic year.

 

Section II – Meeting Time and Place

           

The time and location of regular meetings shall be determined by a majority vote at the beginning of each semester.

 

Section III – Notification

 

All members shall be notified of the time and place of meetings at least five (5) days prior to the date of the meeting(s).

 

Section IV – Quorum

 

            Fifty (50) percent of the active membership shall constitute a quorum.

 

Section V – Conduction of Meetings

 

            Meetings shall be conducted in an open discussion format.

ARTICLE VII – VACANCIES
 

Section I – Presidential

           

In the event that the President of this organization can no longer assume the duties of that office, the Vice-President shall become President.

 

Section II – Officers

 

In the event that vacancies in any other office occur the remaining officers shall nominate a candidate for the office.  A majority of the attending active members may also elect such candidates for the remainder of that term.

 

Section III – Faculty Advisor

           

In the event that there is a faculty advisor vacancy, the officers shall nominate candidates and by a majority vote of the attending active members, that candidate shall be invited to serve for the remainder of the term.

ARTICLE VIII – IMPEACHMENT AND REMOVAL
 

Section I – Grounds for Impeachment

 

Officers and members in the organization may be impeached for malfeasance in office, dereliction of duty, or by failing to comply with the purposes and objectives of the organization.

 

Section II – Petition for Impeachment

 

a.                   A petition signed by a majority of active members of this organization shall initiate impeachment proceedings.

b.                  The signed petition shall be submitted to the President/Faculty Advisor.

 

Section III – Method of Impeachment

 

            The impeachment procedure of any member shall include the following:

a.       The President and Vice-President will coordinate impeachment proceedings and chair the meeting.

b.      The charged member shall be notified in writing of all charges, the time and place of the meeting(s) concerning his/her case at least fourteen (14) days prior to the date of the meeting.

c.       Be provided with an opportunity to answer charges.

d.      In the event the President and/or Vice-President are being impeached, the faculty/advisor shall chair the meeting.

 

Section IV – Membership Status of Officer Impeached

 

In the event an Officer is impeached and removed from office, he/she will retain active membership in this organization provided

ARTICLE IX – EXPLUSION
 

Section I – Reasons for Expulsion

 

Members may be expelled from this organization for conduct unbecoming and for violations of the student code of conduct.

 

Section II – Initiation of Expulsion proceedings

 

1.      A petition signed by a majority of members of this organization shall initiate expulsion proceedings.

2.      The signed petition shall be submitted to the President.

 

Section III – Procedure

1.                  The President will coordinate expulsion proceedings and chair the meeting.

2.                  The member in question shall be notified in writing at least fourteen (14) days prior to the meeting scheduled to discuss his/her expulsion.  The time, location, and all allegations shall be specified in this correspondence.  During this meeting, the member in question shall be provided with an opportunity to address the allegations.

3.                  A majority vote of the attending members in an open meeting shall constitute expulsion for the remainder of the academic year.

ARTICLE X – AMENDMENTS
 

Section I – Proposal for an Amendment

                       

An amendment to this constitution may be proposed by a petition signed by a majority of attending active members of the organization.

 

Section II – Introduction of an Amendment

           

Amendments shall be introduced in writing at any meeting of the organization and lie over at least one (1) week, reread and voted upon at the next meeting.

 

Section III – Approval of an Amendment

           

Amendments having been passed by a 2/3 vote of the attending active membership shall become effective when approved by the Student Senate.

ARTICLE XI – RATIFICATION
 

This constitution shall be ratified when signed by at least 2/3 of the attending active meetings of the IEEE organization, approved by the Student Senate.

ARTICLE XII – ENABLING ACT

 

Upon ratification and approval of this constitution by IEEE and the IPSGA Senate, this constitution shall become effective immediately.  Officers of the IEEE organization shall be elected as soon as possible and shall serve for the remainder of the term of office.
